Parish Council January meeting summary

  • The planning applications for works at Preston Farm (new grain store) and The Dutch House (trees) were supported
  • The precept for 2023/24 was set at £31,500. This is an increase of £3,500 (12.5%) from the current year but can be attributed to the additional cost of cleaning the toilets, which has not been necessary for almost three years, firstly as a result of Covid and then the refurbishment works. Most expenditure of the Council is either fixed or contractual so there is little scope for savings elsewhere but every effort is made to ensure it does give value for money. (At the time of writing, the toilet works have not yet been completed as they have been more protracted than expected, though it is anticipated the toilets will reopen during February)
  • The Council discussed the bus service provided for the parish and there was a wish to investigate whether this could be improved
  • The Emergency Plan for the parish is being reviewed, updated and expanded. This will be available for circulation in the near future
  • A meeting had been held with SCC Highways, which covered a number of topics, particularly flooding which has occurred in various parts of the parish. There are several potentially positive actions to be made going forward:
    • The parish’s gullies are to be changed from being emptied every two years to an annual basis (SCC were pressed to provide notice so that cars can be moved in advance, allowing more drains to be cleared in one visit)
    • Works in Preston Bowyer and Sand St, which should hopefully the reduce the likelihood of houses being flooded, are scheduled for later this year
    • The move to a Unitary Authority may allow groups of parishes to join up and contribute to the services of what was previously known as a lengthsman, who would be able to undertake minor highway works in the area. A further meeting is to be held with a separate Highways department on other matters such as signage and road markings with the aim of improving safety on our roads
